Looking West on Neptuno toward the Hotel Telegrafo on the far left. In 2003, the Telegrafo had several computers in the lobby and bar where you could go on the internet for 15 minutes or more for about $2. Nearby was the Capitolio where I was told there were internet and intranet computers at Peso prices.
